In the US, every county in every state, has a department of elections and someone who heads that department. The title varies from Election Commissioner to Head of Elections to County Clerk. Your municipal government is the place to start with your questions.
Once you locate the proper person, you will have inquire about the laws in your country. If it is legal for you to have list, be prepared to pay dearly, Here, those lists are available to the 2 dominant parties but can be quite expensive ($2-5,000). Good Luck...
