the person already has his residence card but he doesnt know if theres a way to get his passport here in the usa or he has to go to canada or mexico to get it.

Yeah, check the link that Cali Dude provided. If he's here on land, he can legally stay here. I grew up around Cuban Americans and Puerto Rican Americans in Illinois. They have very beautiful women because of their European ancestry (Spanish, French, Italian, Lebanese Christian, Irish ancestry) and Taino Indian ancestry.

A Cuban who came from Cuba under the Wet Feet / Dry Feel policy can get Perm. Residency by filing an I-485 with the USCIS. The person will have to wait and become a US Citizen and once that occurs he or she will be able to get a passport.

Wet foot dry foot. If they are in this country they just have to go to INS to get their US papers.
