By changing the screen resolution. Click on the desktop with the right mouse button and choose Properties. From there you can decrease the resolution to 800x600 or so, until the screen looks right to you.

First off why does every one assume just because the icons look small the screen reselution is jacked up? This poor guy said he just set up his son's pc, wich sounds like to me he just installed windows and whent through all that stuff. Windows automaticaly detects the best setting for your monitor and the most common setting these days is 1024x768 this is where my pc automaticaly goes when i reformat the hard drive.
Now with that said you want your icons bigger but want to keep your screen reselution as is. This is a real easy fix.
1) Right click on an empty spot on the desktop,
2) Select proporties
3) A little box will apear that says Display Proporties
4) Click the Tap Labled Apperance
5) at the bottom of the settings box there is a button labled Efects click it and a new window opens up
6) Now we are almost done, just look through the list that is now infron of you and look for the tag labled "Use Large Icons".
7) Jusst click ok to exit out of the Effects box then click apply or ok in the display seetings to apply your changes
Ta-Da Large icons now fill your desktop

It sounds like your desktop resolution is set to a high setting. Right-click on your desktop and click "Properties". Then click on the tab that says "Settings".
There should be a slider towards the middle that is in the "Screen Resolution" section. The further to the left you slide it the smaller your desktop will get. This will make your icons appear larger. You really wouldn't want to go much smaller than 800x600.
Alternatively, if you want to keep your desktop resolution as is, go into display properties as described above and click on the "Appearance" tab. At the bottom of the window change the font size drop-down box to "Large" and your icons will be a little larger.

to make your son's Icons a little biger all you have to do is right click on your desktop then left click on properties.
Go to the tab that labled (settings.)
In settings you will see at the bottom left (a slide bar) also knowen as your (screen resolution) try bringing it up from (800 by 600) to (1024 by 768) if it is that then go to the next highest that should help

Right click on the desktop and goto properties. In the Appearence tab click on the effects button and check "use large icons".
Alternatively you can make the resolution less.

There will be a slide bar center left of the window that opens
Sliding that bar to the left will increase the size of everything on the screen
