The M16-A2 and the AR15-A2 are used in our military today but increasing the caliber to from 55gr/ 5.56 223 to the new 224. there three types of bullets used for match grade competition by our service rifle's the 69gr,( being the oldest) the 77gr. and the 80 gr. These bullets are moving any where between 2600 to 3751 FPS at muzzle energy of 890 to 1477 foot pounds. As hard as the 223 was to bring into service, it has had such of an incredible record that there are many, many different grains and types of bullets made for civilian hunting use. They have made ammo for combat to service rifle shooting competition to bolt action hunting rifles. So when you ask how fast can a regular M16-A2 bullet travle, your common answer is...A 55gr. FMJBT travles at 2700 to 3100 FPS with 890 to 1173 foot pounds of energy. There two standards loads for this bullet,(1) Accuracy load with 21.5 grains..Velocity/ 2900 fps. and ft. pounds of 1027. The second load is a hunting load of 25.7grains... velocity 3000 fps and 1099 Ft. pounds of energy. Hope this answers your question.

The current standard NATO load for the M-16 is called the SS109. It is a 62 grain Full Metal Jacket Bullet with a steel core to help penetration and the standard muzzle velocity is 3050 feet per second, which translates to 924 meters per second.

If you are reloading, anything from 0 to 3500fps. The velocity would completely depend on your choice of components, such as the amount of powder, type of powder, bullet weight and barrel length, and whilst the military have set rounds (these have already been highlighted above) it is indeed possible to tailor the velocity of the projectile to your specific need.
