It could be a lesson to show that if 10 people are shown the love and mercy of the one true God, and salvation is thru His Son, Jesus, then maybe one will open his heart and mind...and nine will continue to follow the many false gods (hatred, allah, lust, power, etc).

It's a fairy tale book. Things don't always happen as you expect when people make up stories. I'm sure there have been many other versions of the stories in that book that were different throughout time.
