this question has puzzled me greatly, and I would really like to know the answer...
so....
here are my 2 possible answers which I really don't know about:
1st- Guam, it's technically not a state but a US territory or something.
2nd- Georgia is the 4th US state.

Well, there is no fourth state with four letters as you present.
You could fake it out with ALABAMA or ALASKA as both are comprised of four different letters, just a lot of "A"s to make it work
