is writing "My Dearest (blank)" proper in writing in a birthday, christmas, or other type of greeting cards? is that gramatically correct?

It is grammatically correct, yes. You can also skip the 'My' for a bit more impact.

Only if these people are dearest to you. If these people are outside of your family and closest friends and business partner, you shouldnt use the salutation. The only reason you use it is because they are dear to you. Otherwise just use dear -----

Well, "dear" is an adjective in this situation, and so is "dearest." So you should have no problem.
