Yes. If you're flying by yourself, you will need a picture ID in the form of a state driver's license, state issued ID or passport. Otherwise, if you are under 18 and flying with your parents, and everyone has the same last name, you can go with them.

the TSA security requires a GOVERNMENT ISSUED valid photo ID for everyone age 18 and up. If this passenger even looks to be 18, he or she should bring one. By the way, it's NOT the airlines, it's a governemnt regulation. If going out of the country, everyone needs a passport !!

With all the rules, I would say its a safe bet. Besides its a good idea to have ID on you when flying in case of an accident. same goes even in a car.
