It nothing serious. Many people do it, and some not even realize it. It just a Brain thing, I figure, but, it nothing to worry about. I never seen anyone that do this, have any problems, other than people making fun of them.
The link is University of Maryland Medical; go and READ about this and you can learn more about your friend.

Its nystagmus. It may be there from birth (congenital) or acquired. Nystagmus can be due to a lesion of the cerebellum (part of the brain responsible for coordination, equilibrium, etc.) or a defect in the visual pathway or the inner ear.

does she rub her eyes after she does it? if she does that then shes aware of it, could be an innocent natural reflex when her gaze shifts from a light area to dark, or she might have floaters. seems normal and natural but check her pupils, is one larger than the other? that could be indications of other problems.

It's a medical condition that she was born with and cant help. Don't let it bother you it's nothing that will hurt you and maybe you can help her by looking up eye disorders and see if there is any treatment that is offered for it. If it does not bother her then don't let it bother you..

It sounds very suspicious of nystagmus. Its an involuntary movement of they eyes. See link below for more info;
