Many American presidents have been bilingual because the system of higher education in the 19th century included training in Latin, Greek, and French as a standard part of the curriculum. James A. Garfield's skill in Latin and Greek has already been mentioned. Thomas Jefferson was fluent in French as well (he was an ambassador to France for several years). Jimmy Carter was fluent in Spanish and spoke Spanish publically on many occasions.

Yes George Bush speaks 2 languages: American and Bushian (His own made up language consisting of words that don't really exist e.g. iraqians.
