Can you pray for something bad to happen? Sure. Should you? No.
it's the same with spells. The Wiccan Rede says not to do them.

It is the Wiccan Rede" An if it harm none do as thou wilt". Casting harmful spells harms the one it is directed at and the spell caster. A True Wiccan will not cast harmful spells. Each witch has their own take on this and some would cast a spell to protect themselves, but it would be a binding spell binding the person from harming them. A binding spell wishes the person no harm, but binds them from harming the spell caster.
This has many views and as all things it is up to the individual to decide what is right. All will agree that casting a spell to willingly harm someone like wishing for their death or hurt in a car wreck is wrong. Therefroe don't do it.

You can perform a spell or ritual with almost limitless possible outcomes. However, you get back what you send out.
We (Pagans) also believe in the Threefold Law. Whatever you send out, you get back. Some take it literally, and believe that you get it back threefold, or three times as strong. Some take it to mean that you get it back in some multiple amount, but not necessarily three. I take it to mean that you just get it back. For every action, there is an equal and opposite reaction. If you influence the world around you in a positive way, your life will be affected positively. If you influence the world in a negative way, your life will be affected negatively. It's as simple as that.
This is not a consequence that the gods or anything else in particular "dishes out." It is a natural law of nature, and it just happens all on it's own. Like the snap-back of a rubber band - it's just a natural outcome. Our punishments and rewards are not the gods' responsibility. They've got enough to worry about.

we can't have harmful spells and we can't use them either. that is where the three fold rule comes into play.

This comes down to a matter of your will to follow a set of ethics, adhere to them and being willing to accept the consequences for breaking them.
