If you must really know?
Little Para a sattelite circling Planet H (Heaven) is a weigh station to the Pearly Gates. (Stay with me on this)
At the Pearly Gates you must freely volunteer to get a quick fix mutation that will remove criminal distractions from your personality, or you will be placed on another Planet just as nice a Heaven except it will be for those folks who chose disharmony during their stay on Earth.
Ergo: All folks on Planet H (heaven) have been mutated not to have criminal distractions such as lying, cheating, urge to kill, revenge, or vote for George Bush.
Ergo: The least person of Heaven is better than anyone on Earth, because they have no criminal distraction in their personality.

John 3:13-17;
No man has gone to heaven but Jesus who came down from heaven.
John 6:39,40,44;
No man come to me except by my Father, and I will raise him up in the last day.
John 14:3;
I go to prepare a place for you that where I am there ye may be also.
Luke 16:16;
The law and the prophets were until John: since that time the kingdom of God is preached, abd every man presseth into it.
John is not of the heavenly for the new heavens, but of the earthly for the new earth.
2Pet.3:13; Isa.45:18; 65:17; 66:1,22,23; Rev.21:1-5 [ ALL IS MADE NEW ];

Because John was human and heavenly creatures aren't. They're spirit creatures, and thus greater than mortal humans.
Jesus did not say that John would not be in the heavenly kingdom. As Jesus said, no one born of woman was greater than John, and there will be plenty of others born of women who WILL be rulers in the kingdom. If John was "lesser" than one "least in heaven", then it stands to reason that the 12 apostles would also not be there, since they were born of women and no "greater" than John.
How could it be that the apostles were not "greater" than John (which they weren't because they were born of women, like John) and yet they WERE greater because they were going to heaven and John wasn't. It can't be both ways.
Jesus simply meant that a spirit creature is greater than an earthly one. John was still living, he hadn't died yet and the people Jesus was speaking to would have never thought of such an interpretation as Lillie's.

The rest of that verse reads:"But from the days of John the Baptist until now the kingdom of the heavens is the goal toward which men press"
Jesus is here showing that John will not be in the heavenly Kingdom,since a lesser one there is greater than John.John prepared the way for Jesus but dies before Christ seals the covenant,or agreement,with his disciples,for them to be co rulers with him in his Kingdom.That is why Jesus says that John will not be in the heavenly kingdom.John will instead be an earthly subject of God's Kingdom.Lu.17:18-30; Matt.11:2-15

I'll step over the blasphemy in aisle four to answer this one. John was the greatest prophet of the entire Old Covenant. Why? Because he was the herald of the King. He went before Jesus to prepare the way before Him, just as it was prophesied of him.
But as great as John was in his office of prophet and proclaimer of the Messiah, his part can not be compared with the born-again believer who is the temple, the dwelling place of the Holy Spirit of God Himself. This is the part of every believer in Jesus Christ, that we have the Holy Spirit residing within us.

Perhaps because Jesus had not died and given the holy spirit, so there were no humans in heaven at that time. Just a guess.
