My yorkie is about 1.5 yrs now and I had very few problems potty training her. Most likely it's because I decided that since we live in an area with lots of snow and cold weather i would litter box train her. As yorkies are very stubborn and don't really like to be too cold or too hot it worked out best for us to litter box train her right away at 12 wks. (when I got her). The real advice i have, even if you decide to keep training your puppy outside is to be consistent with her training... I followed this guide as I trained my dog and it only took me four days to get her consistently going in the litter box as well as behaving in a way I felt comfortable with... Try to put the potty pad on the carpet temporarily then move it to another place, this is going to take time but look whenever she uses her potty pad try to give her a prize like a cookie or something so that when she gets it right she sees you compensate her it takes time but she is just a baby!!!! She isn't even old enough to learn to control her bowels til 10-12 weeks old. She's just to young. Yelling at her does no good.
Don't give her free run of the house, its setting her up for failure. Get a small exercise pen no bigger than 4 foot across. Cover the bottom with pee pads. When she goes on a pad praise and treat. Slowly take away pads til she just has one pad. When she is going consistantly on that one, allow her the space of one room. Keep expanding her space if she is ONLY pooping on the pad.

she is 8 weeks old.. what on earth were you thinking that an 8 week old puppy would do????
it is not fully house trained.. and wont be for some time...
crate training is the best...
peepee pads are stupid as they train the dog that it is acceptable to pee inside and will confuse them when you punish them
take the dog out for potty and you MUST go out with every time and reward instantly with a soft treat
keep a better eye on your pup when inside as soon as it starts to sniff the ground and circle then out you go again...
this is YOUR problem.. NOT hers!
punishing only confuses them

Teach the dog to "hold it in". You need to corral the dog in its sleeping quarters. dogs hate to go potty on their beds. For about an hour then take dog to potty spot and wait. if it takes dog too long, keep it in corral longer. once dog goes, praise it and let it run free for about 15 min then back to corral. Dog will probably go potty in corral once or twice but if you are consistent on taking it out, dog will learn. Yelling or hitting dog not good, you will only get a frightened dog who will go as far as eating poop so you won't yell. Good luck, be patient, dog will learn. Remember - how long did it take you to learn where to go potty.

Keep at it, she will learn. Training can get very frustrating, but you have to let her know she has to use the pads.

Do you put the dog outside, after feeding so that they associate going to the toilet after food.
Newspaper is far cheaper and they will associate it better, you can move it towards the door, and eventually they will go out.
