It is obvious by the way you asked the question that your dog knows how to sit, he just won't do it because he has no respect for you. Put a prong collar on him and take him to a trainer who will start an obedience course based on respect, instead of neurosis. Can you picture your dog running for the street and you are calling him back, while he is checking to see if you are holding a treat? Not a good picture. This is what I have been saying here all alone and I am hoping that someone is listening, not for their sake, but for their dogs'

1. Get better treats thank you usually work with.
2. Get your dog's attention:give him a treat for 'just being a dog'.
3. Say nothing. Wait for your dog to offer a behavior. In this case, that would be a sit. If the dog appears to be losing interest, change your position, go to a more 'boring' part of the house, and try again.
4. When the dog finally sits ("How do I get this person to give me those wonderful treats?!?") give him the whole handful! Whoop it up! Celebrate! And then, go do something else for a while.
5. Repeat. Don't say "Sit" to your dog unless you'd bet $20 that he really is going to sit. If he halfway-sits and then gets up again, don't reward that. Picture in your head what you want your dog's sit to look like, and only reward that.
6. Fade the treats when he's offering a sit regularly. Instead of rewarding every single sit with a treat, reward with playtime, etc.

You want to build a stronger history of him being rewarded for a "Sit" - your dog is telling you by his current behavior that he's not had enough rewards for sitting yet. HTH!

Well, with my dog, she sits if I'm firm with her. She usually only does it with a treat. Just look at your dog, and firmly say sit. Usually works. But some dogs just love treats!

I work in a vet clinic , and the best way to get your dog trained is,
say sit then push the but end down calmly. when the dog is down prase your dog with words and hugs, this way they know they are doing something right. Sometimes it takes a little longer but do it every day.
