They illegally immigrate into Mexico, by all accounts, where illegal immigration is a felony punished by jail time, if someone doesn't shoot the illegal immigrant first, which, again by news accounts, sometimes happens.

Mexico borders Guatemala and Belize (which was a former British Colony that has a large African population). I don’t know about Central America’s immigration policy is but this is Mexico’s immigration policy if a Central American Indian illegally crosses their southern border

Mexico is far harsher to the illegal immigrants in Mexico than the USA is. While it is true that all the countries below Mexico have people crossing into Mexico illegally, most of them are only going "through" Mexico on their way to el Norte - to the USA. Mexico is very harsh with these people because they don't want the competition getting into the USA, themselves!

Guatemala, and from what I remember on a news report a few years ago, there are lots of chapínes (Guatemalans) who enter Mexico illegally, and Mexico's immigration policies are just as harsh as those of the United States. Go figure.
