"It rained last night" or "It was raining last night." - those 2 are correct. You could add more by saying, "It looks like it was raining last night, because the street is wet. And the cars are wet, also."

It is, means here and now. The present. As last night was in the past, you say rained, not raining. You can also say it was raining last night, because 'was' means it isn't now.
