Would a clean install of Windows resolve this problem? If not, any other suggestions (not based on opinion only) would be appreciated.

1706 error - setup can not find the needed files?!!!!!

Please - try to find out what strange "setup" is going on... !

Individual dll can be found via yahoo or google and downloaded
singly from repository sites. If You know what setup is going on.

I hate to say: IE and Outlook Express are the chief inroads for viruses and other malware. Maybe change to other program that does not cause strange setup errors. Thunderbird and some other good mail programs can be downloaded and do not cost a dime. Their surafces and function are similar to Outlook
browsers and mail programs makers use the same common sence about funcrionallity. Import filters for Your data exist.

Something happens when MS upgrades. and mostly to outlook express. I have downloaded 'Incredimail' because you can not get outlook express to work. I lost the printer section and have done every and can not get it back. But you must download Incredimail from the original download page otherwise MS will not accept it. I tried other mail programs and they won't work.
Just click the link below and then downloads.

I believe that's a registry error, and should be corrected by cleaning the registry. Use Microsoft's free Cleanup Scan to do this quickly and safely.

Nothing stays on your hard drive, all temporary files used to clean and remove junk are removed and sent back to Microsoft. I use this weekly to keep my registry clean.
