Deacons are to marry, if fact marry before they become deacons, and have a family which they are to manage well.

Yes it is Legal.
The bible says 'bishops' 'deacons' can and MUST marry if they aim to be church leaders, It is written in Timothy.
However Catholics don't follow what it says in the bible but an organisation in Rome.
Some pope thought it necessary to forbid priests from marrying, now look at the child abuse cases.
How can this organisation forbid heterosexual marriage, and at the same time oppose homosexuals?

Of course!
Ministers of several religions can also marry.
About the only religion that forbids marriage of their priests is the Catholic church.
In Judiasm; the Rabbi was EXPECTED to be married and a family of good reputation.

It is legal for everyone to marry. It is only a religious rule that stops them. Catholic priests are about the only ones who can't.
