It is a law because bicyclists share the same rules that vehicle has. Such as right of way and is legally a vehicle on the roadway so they had the same rules and rights to ride/drive on a road. It is more of a eye opener to people who don't know that bicyclists have many of the same laws to follow

Head the advise of carl_weat. This is true. It is intended to notify motorists that bicyclist have the same rights and privileges as the motorists do. These signs are usually posted in areas that roadways are too narrow to have a separate bicycle lane.

It is a suggestion. It just goes with ;;Caution,Courtesy,Common Sense,, which alot of people never have.
