As a mother of a child who has autism, I use the term special needs. Mental illness as one person said is not the correct term as that's a whole other ballgame. That usually has something to do with depression et al.
Retard is a french word meaning late, as in slow development. I have a friend who's child is referred to as mildly retarded. Retarded isnt' bad when describing a special needs person, but is when it's derogatory.

Although the word retarded is to do with underdeveloped mentally
I think its a horrible word.
I work with people with physical and learning difficulties which I prefer to use when I explain who I work with.
So Learning Difficulties, Disabilities or Special Needs seems a nicer way of putting it and is more acceptable in this day and age.
A Benchmark was set from Normal-Disabled-Moderately Disabled-Severely disabled..... and guess what most of us are in their somewhere because No one is 100% "NORMAL" because no one can say what is normal or not, it is what society perceives as normal.
Does that make sense?

Physically or mentally challenged? We just learnt one symptom of trisomy of a somatic chromosome (number 15), is called Happy Doll symptom. In a way, I feel sorry for them, but they appear to be happy, without stress all the time, so it's a big paradox. God bless them.

I have most often used the term special, not as much as special needs, but because of the smile as you describe. I have also heard the term star children used.
