i know both means shine in english...which language they are?

Both words are Spanish.
"Destacar" is a verb that means "to stand out" or "to excel" and "Brillo" is a noun and means "shine" or "sparkle".

destacar is a verb with English translation
to take off, to remove, to take out ,to detach, to cut off, to tear out, to pull out, to take down, to emphasize,to disconnet,to detail,to protrude,to highlight.
brillo is as adjectif and it means shining,brilliant,bright or a noun
meaning brightness,brillance,gloss.
None of both has to do with Italian language (I'm Italian)
as italian correspondents words are "staccare" and "brillante".
(but we rather use instead "lucido")

P.S.
I disagree with the 2 answers after mine that give to destacar the meaning of "stand up" since that's the meaning of the reflexive similar verb "destacarse" but not of "destacar".

They are spanish brillo means brightness or brilliance and destacar means to protrude, detach, or stick out

They are Spanish and destacar means "to stand out/be outstanding" and "brillo" means brilliance. They are words which go well together, therefore, in a particular context.

brillo is also italian and like u said it means shine. destacar seems spanish to me and if i compare this word to the italian word stacare, i am quite sure that it means the same(to take off, detach...)

It is Spanish.

destacar = to stand out, emphasize

brillo = brightness, lustre, splendor, magnificence
