Is wine supposed to improve with age?
Yes till some extent. Some wines will improve for a very short period and others for a very long one.
After a long time all of them will die. Here are some extremes:
Beaujolai (sp?) Nouveau will start to decline after six months while a Vintage Port should be kept for at least 10 years, and some of them will improve for more than 50!

We are still drinking chardonnays from 2003 and earlier. Chardonnays tend to age rather well, though not as well as German Rieslings which last 15 years or so but, they can easily last 3-4 as long as they were stored properly

Yes, it certainly will. Rule of thumb for white wines is 5 years from vintage. Reds can be kept much longer.
Wine will last for many years before it is actually dangerous to consume, however most wines have a range years to be aged that gives the best flavour - older is not always better.

It should be. Basically, open it and try it! If its bad then you will taste it. Either way it cant hurt you!
Wines are aged in the bottle to improve the flavour. Some wines are great drunk young and then get worse before they get better again. Others are best drunk after 3-5 years.

All food/drink etc should carry a "best before date" If not just drink it any way! 2 glasses later it just won't matter
