The private sector provides the money in the form of taxes. This is so whether they love the plans or hate them. That is the nature of bureaucracy, and urban planners are bureaucrats of the worst stripe. They know what's good for all of us, and to h**l with what we want.

I suggest that you read "The Death and Life of Great American Cities" and "The Economy of Cities," both by the late Jane Jacobs.

Proper development and implememntation of Urban Planning requires the participation of the relevent political bodies, the private sector and, of greates importance, the local residents.
