If they are really poor , yes. Jesus said " ...feed the hungry and give drink to the thirsty..." However, he also said, "The poor will always be with us..." because he knew that there would always be people who did not like to be parted from their money and because there would always be others who needed the poor to exploit.
Christianity, Buddism, Judaism and Islam all believe in almsgiving.

does anyone need a biblical basis to ask for food when he/she is hungry ? And Sure we are taught by bibli and Koran to feed the poor end help the needy.

i don't like people asking for alms coz they become dependent to other people.
