Some of the earliest non-computer "programs" include weaving loom patterns, and the paper punched hole song sheets for old time player pianos. A music box contains a similar program -- the little pins on the rotating wheel that pluck the metal bars to produce the song are "programmed" by thier position.

Can you make programmes without computers? Sure you can. There are different types of programmes - computer programmes, work programmes etc. Programmes are just procedures which establish how something is done. For example, you could just use pen and paper to engineer / create a simple machine which separates fruits of different sizes, or a procedure which establishes how a doctor takes in patients for examination, or the optimal route for mail delivery. Computers are (t)here to make things easier.

Yes. However, you will not be able to test it or run it, so you can't tell if there are any mistakes in the program. This process is called debugging.
