Love isn't a power. It's an emotion, that is, a neurochemical construct generated in the brain. Will is nothing more than the intensity of impression of a concept on a neural network.
The biggest power in the universe is the grand unified force (GUF), that is, the combination of electromagnetism, strong nuclear, weak nuclear, and gravitational force.
Of course, some physicists hypothesize the existence of the Higgs boson/field, and this might be said to trump the GUF.
But then... Einstein once quipped that compound interest is the greatest force in the universe.

Love, Will (Power), and Justice
In humanity, it is impossible for the three to coexist. Unconditional love disregards power and justice.... true power cannot be weakened by concerns for love or justice, and absolute justice will not be swayed by power and love.
This is why humanity is fallen. We cannot contain these three anymore. But God....

God, Jesus, and the Holy Spirit. but this only equals one.
So it is God, Satan, and Man.
Man cannot overcome Satan, but Satan has already been defeated by God. Revelation says that we will stomp satan under OUR feet. that means with God, we will destroy satan.
