If you're booting off a drive other than C:, then you can just simply format C: directly by dropping to a console window (Start > Run > cmd) and typing "format C:" (no quotes).

If you're booting off of the C: drive, then you won't be able to format it directly. In this case, you'll either have to boot off another drive, off a boot disk, or off a boot CD.

If you have a floppy drive, then you can create a boot disk by performing the following steps:

1. Place a floppy disk into your drive
2. Open My Computer, right click the A: drive and click Format.
3. In the Format window, check Create an MS-DOS startup
disk.
4. Click Start

Now, if you don't have a floppy drive, then you'll need a boot CD. You can boot off a Windows setup disc, or use a custom disc.
I realize that you don't have a CD writer, but if you can get access to a computer that has one, then I recommend burning a copy of the Ultimate Boot CD, which can be downloaded at http://www.ultimatebootcd.com/download.html.

Alternatively, if you're familiar with Linux, Knoppix (http://www.knoppix.org/) is a great distribution that can be burned to a single CD.

Booting from either of these CDs would allow you to format your disk.

well the way I would do it is make a floppy bootdisk. if you know anyone that is running windows 98 ask them to make you a floppy boot disk... ( that is if you have a floppy disk drive)
a windows 98 bootdisk as all the files you need to format a harddisk drive

you would boot from the floppydisk and when you get the C:\ prompt you would type ... format c: .. and hit enter

If data on your hard disk is corrupted it is advisable to format the hard disk and reinstall the operating system (usually Windows XP) More details at http://fixit.in/format.html
