I've know at least one guy who killed two people and met hundreds of other "criminals." Not one of them has ever believed that what they did meritted the punishment they recieved. One should also note that, while the percentage of psychopaths in society is around 1% or so, it's around 33% in the prisons. Psychopaths feel no guilt. The rest of us feel that guilt. We "feel" what is wrong. Psychopaths do not. A murderer who is a psychopath won't feel bad about killing another human being. You and I would.
One should also note that all humans have an amazing capacity to rationalize. They might think that the person asked for it. Even if the murderer felt some guilt, he would be able to move on with his life.
I also think that the murderer never has to really feel the pain the victim or the victim's family has to suffer. And, if there is too much pain, the brain shuts it off.

You are assuming that a murderer actually HAS a conscience. And we all know the components of "assume"...
It's not hard to train a mind to ignore the value of life, even life of another human being. A lot of initiation rites involves killing, either self or others, in order to "grow" the bond of whatever-hood. Serial killers and mass murderers usually start young by torturing and killing small animals (squirrels, cats, etc.) If one is raised to believe that life is cheap, then that's the way it goes.

Human beings are killed every moment by direct action or inaction of other human beings. Governments kill more human beings than any one person ever will. Where is the "live knowing they have killed people" in this case? On an individual level it all amounts to a personal belief system. Religious people kill others all the time thinking they are doing God's will. The police kill when they think their lives are in danger, like shooting a 13 year old boy in a car rather than stepping aside. A Mafia man once said in an interview "you have to be able to gouge a man's eye out with a fork and then go home to eat hamburger and play with the kids." It really is a matter of mental compartmentalization. We kill for God, for the Government, to protect ourself, to gain money, or to allow one's daughter to be chosen to be the top cheerleader in Texas. Since Cain killed Abel....killing will always be with us. It is the nature within all socities, even the Quakers are not immune from this human nature.

Most murderers think that they are the victims.
They think that they are right and everyone else is wrong. You rarely find a killer with any remorse.
"If she hadn't ______, I wouldn't have killed her."
"They picked on me, so I _______ ."
'He should have _____. He got in my way, so I got rid of him." Like the victim was a bug or something.
And then the most (recently) famous line... "If I Did It."

There's an old joke in texas, it goes....
A yankee carpetbagger asked a rancher, "why is it in texas, you can be hung for killing horses and cattle, but you can kill a man for almost anything?". The rancher motioned out to the cattle in the pasture and said."You see any of them that needs killin?".
