Yeah. It's illegal until you turn eighteen. Period. Oregon seems pretty straightforward across the board on this one.
Here's what they say about making out..it's a class A misdemeanor...until you are 18
163.415 Sexual abuse in the third degree. (1) A person commits the crime of sexual abuse in the third degree if the person subjects another person to sexual contact and:
(a) The victim does not consent to the sexual contact; or
(b) The victim is incapable of consent by reason of being under 18 years of age.
(2) Sexual abuse in the third degree is a Class A misdemeanor. [1971 c.743 §115; 1979 c.489 §1; 1991 c.830 §1; 1995 c.657 §11; 1995 c.671 §9]
Here's what they say about having sex ...it's a Class C FELONY until you are 16
163.355 Rape in the third degree. (1) A person commits the crime of rape in the third degree if the person has sexual intercourse with another person under 16 years of age.
(2) Rape in the third degree is a Class C felony. [1971 c.743 §109; 1991 c.628 §1]
Until you are 18 having sex with him is a class A... AND class C misdemeanor...(meaning he'd be charged w/ both of them) PLUS he will also be charged w/ the misdemeanor for the making out (making it THREE charges against him)
163.435 Contributing to the sexual delinquency of a minor. (1) A person 18 years of age or older commits the crime of contributing to the sexual delinquency of a minor if:
(a) Being a male, he engages in sexual intercourse with a female under 18 years of age; or
(b) Being a female, she engages in sexual intercourse with a male under 18 years of age; or
(c) The person engages in deviate sexual intercourse with another person under 18 years of age or causes that person to engage in deviate sexual intercourse.
(2) Contributing to the sexual delinquency of a minor is a Class A misdemeanor. [1971 c.743 §117]
163.445 Sexual misconduct. (1) A person commits the crime of sexual misconduct if the person engages in sexual intercourse or deviate sexual intercourse with an unmarried person under 18 years of age.
(2) Sexual misconduct is a Class C misdemeanor. [1971 c.743 §118]
It DOES NOT matter if your parents agree to it or not...in Oregon it will still be a crime. Ask yourself what kind of person this guy is to be doing this. I know you have feelings for him...but you need to realize that you can get better than some 18yr old who thinks nothing of breaking the law...If he's willing to break the law when it comes to this who knows what else he is capable of and what other laws he may feel comfortable breaking. Trust me on this one. I was in this situation once and have since met other girls who were too...none of these guys ended up being any good... and most went to jail for various offenses some ended up in and out of jail for years...ugh. Go out and get yourself someone better! Or better yet, realize it's better to have NO BF than one that will be a law breaker...
Edit: there is nothing in the Oregon code that states that if he is within so many years of your age (three, two, whatever) that he is excused from the above offenses....he's breaking the law..period. Texas poster should have looked up Oregon law.

You have to find out what the LEGAL AGE OF CONSENT is in your state. If it's 16 he could get into trouble. In some states he wouldn't only be in trouble if someone turned him in, but the second any state agency got knowledge of the fact that there is any sexual contact between the two of you. Once the state got their hands in it he's screwed. But like I said, find out the legal age of consent.
BTW, not all states have what is commonly called "statutory rape", in some states, like Indiana for instance, they don't have that and it's called "child molesting" plain and simple. Dating a girl this young has ruined many young mens lives. So be cautious until you are familiar with your local laws.
DOY, I missed the Oregon part.......I vote for Brittany for best answer. She's got her stuff together.

It is a very bad thing for a boy 18 to be dating anyone under 18, because he can be charged with statutory rape, and go to jail for a long time.

The one guy that qouted the law is the most accurate and is the same answer i would give. the only part he may have left out is this: In Texas it is a defense to prosecution if the age difference is within 3 years, so 15 to 18 would be in that limit. This is one of those deals where he has to be very careful....

Why don't you just call the police station and ask them? I call the police all the time and ask them questions, NOT 911 though. Usually they take down your information and they have an officer call you back. If you don't want them to know your name, tell them you want to remain anonamyous. If they give you hassle, ask to talk to the Police Chief. People shouldn't be so intimidated by the police. They are employed to be public servants, which means helping people when it comes to the law.

If there is physical touching it is illegal. 18 is considered adult and till you reach it, it is called statutory rape. He could be arrested and convicted. he would have to register as a child sexual offender.
