I know it's illegal, but has anyone ever actually been arrested for defacing American currency- not for fruad or anything- just like writing on a bill?

In the US and writing on US currency, no.
It IS illegal to write on or otherwise deface Mexican currency in Mexico. (Many Mexican banks will not accept defaced US banknotes, either)The defaced banknote immediately loses its legal tender status and cannot be redeemed an any bank (If you are interested, I can send you the link to the appropriate page on the Banco de Mexico web site that explains this law. Back in the mid-1980s, opposition political parties started stamping political slogans on banknotes, and Banco de Mexico could not remove them from circulation fast enough. In 1988, it was actually difficult to find circulated banknotes in Ciudad Juarez and Chihuahua for this reason. The law against this was imposed about 1990)

You literally have to place the paper note on the forehead of a Secret Service agent and proceed to whip out your sharpie and write on the bill to get arrested for this.

There's too much counterfeiting to put any resources and manpower towards enforcing this.
