How do I reprogram my RCA RCR860 remote.?

I have a RCA RCR860 Navlight8 and tried to reset it and replace the batteries because it wouldn't take a code to operate a device, now it doesn't work right. The lights that only correspond to the device slected don't light anymore and it still won't program a code.

It sounds like the unit is broken. However, contact the customer service line for the product and ask what you should do. I hate to say it, but it sounds like the remote will need to be replaced.
