my cat who likes sitting on cars. happened to be sitting on my neighbors 2005 New Hummer with all the extras like chrome wheel and televison on the gas cap. He stuffed my cat. And made the cat into a pillow for his hummer. I have no proof if the cat was killed or that was my cat.

Ok, that sucks. However, no proof means there is nothing you can do.
If you decided to get another cat, I would suggest you don't let it outside. Keep it as far away from your neighbor as possible.

In addition to what JAY S said, if you can match his fingerprints on your cat (with him abusing animals, he probably has a criminal record) he might get charged with animal cruelty (sadly, most offenders get a slap on the wrist)

If you can go to your vacuum cleaner and collect cat hair samples, and can get a similar sample from the pillow, you may be able to get forensic samples (DNA). If you find a lab to do it you can probably get enough evidence to have him arrested for cruelty to animals.
