My brother says that all the time. It means that his wife or girlfriend controls him. I'm guessing it comes from either the use of the term "to get whipped" meaning to lose a fight, or because slaveholders controlled their slaves with whips.

Usually that means that he defers to the female in his life. He allows the woman to control the decisions in the relationship. The female genitalia is usually put in front of the term....suggesting that he would do anything to be able to "do anything" to her. It's not a compliment.
