I'm hoping this is hypothetical, because if your 10 year old son really did this, it's disgusting and cruel. Animals are killed every day, including cats, but it is wrong to kill for reasons other than safety, food, or other necessity (sometimes veterinarians are forced to take action for medical reasons). To kill an innocent animal for entertainment is unconscionable.
If you're serious, my punishment would begin with a serious display of force. Corporal punishment is called for here. Spank the snot out of him. Ground him for about three times as long as you think he can stand, and make sure that he is restricted from all forms of personal entertainment while grounded. No movies, no TV, no internet, no games, other than for homework purposes or reading. If this seems extreme, consider that he ended a life. It is important that no matter what, he has time to consider what he did and why he is being punished for it so severely.
It may be that this was an experiment to him and he didn't know any better, so after he has done his time, give him a second chance. However, if he still shows no remorse, get him to a professional counselor or psychiatrist as soon as possible. If he does it again, send him to an institution where he can be properly medicated and removed from society.

Well everyone is saying that he needs mental therapy. I disagree with that, if this isn't his first time doing it. If this is his first time, sometimes kids are unaware of consequences and how severe things could get. Because kids are kids they don't think rationally sometimes. I would punish him very sternly, only you know how your child is and what punishment is just but tough. Explain how serious this is and how hurting animals can be no different from hurting another human being. I would suggest never getting him a pet again (you don't want to take the chance in it happening again).

Punish? At this point I think the child needs therapy with a professional! Are you aware you can do jail time for such an act? Today a cat, tomorrow a baby.
I do not mean to be unkind, but the child needs help and it is time to look outside of yourself. It is a difficult choice to make, but I think you will be glad in the long run.

Your child has problems that can't be addressed through punishment. Maybe he's suffered some kind of brain trauma such as a tumor, blow to the head, or brain surgery, or serious emotional upheaval,or maybe he has spent way too much time in a dysfunctional home environment. In any case, he needs professional help before he gets any older, or he may become another Geoffrey Dahmer.

I agree with micg. This child needs help, not punishment! Something is seriously wrong that your child could watch an innocent cat be tortured and die.
I'm going to snuggle with my puppies and cry now.

This is beyond punishment or any other kind of discipline. He needs help. Serious, professional help. ANd NOW. Almost all serial killers or other repeat violent offenders start out by torturing animals. Get him HELP now.

First, call the police because cruelty to animals is a crime and then admit him to the psych ward and leave the bastard there. He doesn't deserve to live in society because he's definitely a serial killer. Good job!
