First go up to her and start smalltalking, ya know ask how she is stuff like that, then give her a couple compliments(but don't over do it!). After that go in for the kill and ask if she wants to hang out sometime/(keep it casual at first then she'll ask for the details) There you go, some magic words for ya!

I have a answer to that all you do is start talking to her and let her get to know you more and when she hangs out with you more ask her out and start it slow girls don't like going to fast when going out with a guy so try that and it will work!!!!!!

How freaking lame, "Duh, ya wanna hang out?" ... How about finding out what I like to do, what interests me. How about having some kind of freaking plan when you find out what I like. For example: "Well, I like phuck flicks too. Why don't we rent one and get some snacks and go watch it ..." Just don't give me that "let's chill", let's "hang out" shyt.
