I am thinking that you mean that you have either HARD water (well water) or tainted water...rust, minerals, either way, you have a problem, if it is not DRINKABLE, and you are washing in it.

Look. The biggest thing you have is to make sure that you are thoroughly rinsing your beautiful hair. After the washing AND the conditioning.
If your water is leaving crap in your hair, than adding the conditioner is not helping. This is where you have to take measures into your own hands and totally replace your bathing water. I would really get serious about this because it can effect your health. Your hair is a reflection of your health.

Start using a clarifying shampoo and conditioner, they work miracles on hair! They make hair very shiny and give it a lot of body. Oh yeah, if that doen't work try a hot oil treatment. That should work.

if you have bad water where you live i would worry more about drinking it rather than washing your hair in it.
