Well, I'd probally write an opinion article to my local Newpaper.

If there is a serious problem, go to the local Bar Association. They can direct you to the correct dept. If you are just letting off steam, I agree that you write an editorial letter.

depends on what level of court. if you want to appeal or to just be bad about a ruling. if you want to appeal, go to the next highest level of court. if you want to complain, i would get over it or not vote for them in your next election. But, if you have a legit complaint, contact your state's administrative offices of the court, usually located in your state's capitol city. remember to pick and choose your battles wisely!
