Cellulose is a long chain polymer (plastic), made up of repeating units of glucose ( a simple sugar monomer). It is biodegradable (the same as cotton fibers).

Any biomass can substitute for petroluem uses. This means you can use thermal depolymerization to create the oil to create the plastic. Or, you can utilize certain part of certain plants.
Plastarch(PSM) is made from a cornstarch. Polylactic acid(PLA) can be used to. This is from lactic acid which can be acquired form wheat, corn, sugar or wheat. There are plenty of more options but these are the most common.
Also, scientists recently learned how to integrate plastic with microscopic wood fiber; making it easier to biodegrade.

I believe that they used corn starch in the biodegradable garbage bags.
