Well, given that love is a feeling that you get even without knowing the person completely, you can never tell if it is true love that is going to last. So only time will tell. You can fall in love with someone at sight, but that doesn't mean that it is going to work. So almost in love , means for some people, they want to get the ducks in the row, before they can completely commit to love. Love alone doesn't make your relationship last.
But if he says, he almost loves you, he should be upto going out with you and want to know more about you and spend more time with you. If he doesn't , he's just playin'.

Huh? How in the world does one almost love someone? I don't get it. I though either they do or they don't. They can like some as a friend or in a platonic way. If someone told you that they almost love you, my guess is that they don't know what they want or they don't have the balls to go all in on the love department.

Almost?!!! What the heck is that? He likes you a whole lot. Does he have a time limit before he can feel that he loves you? I would say he means that he likes you alot but isn't in love with you at this point.
