I'd bring him to the vet....Anything abnormal with a tiny puppy should be assessed sooner than later. It could be hypoglycemia, which is basically low blood sugar, make sure he eats again, or if he had access to antifreeze, it could be antifreeze toxicity. Or it could be something not related to either of them. When it doubt call the ER clinic and explain the symptoms they will tell u if it can wait.

What kind of pup is it? Small dogs/pups like Chihuahuas are prone to hypoglycemia(low blood sugar). From what you describe, this could be the case. If it is a larger breed dog, then it is most likely something else. If it is a small dog, rub some honey or karo syrup on his gums. If he doesn't improve take him to the emergency vet.

Be safe and take the dog to the vet. A young puppy can get ill and die before you are even aware it could be serious.

What did he get in to? Sounds like he may have eaten maybe some medication or cleaning product.
