Steamers Work great. There also is a glue dissolver that you mix up in a spray bottle that will make short order of wall paper removal.
What type do you have? If you have reg paper this is all you need but if you have vinyl paper you will need to remove the top vinyl layer and then then the paper backing the same as the first but double the work.

GET a paper tiger to perforate the paper. You can get them at most wallpaper or paint places. Like Lowes, Home Depot. the spray plain old water on the border. Keep it wet give the water time to dissolve the glue. It should pull right off after a few minutes.

A wallpaper border I assume you mean. Steam removes wallpaper well, they usually have machines for rent at a equipment rental store you can rent them for a couple hours. The also sale wallpaper remover at most home improvement stores, it works ok can just get messy

Hot steam works great. If you have a steamer or you could borrow or rent one. I have removed a lot of wallpaper and border paper and this worked the best for me.

Depends how your boarder is attached to the wall. Is he just leaning on it? Tell him to move. Is he glued to it? You may need to pry him off. Chains? A boltcutter may be helpful.
In any case, this guy sounds like more trouble than he is worth. Kick him out when his rental agreement expires.
