That scripture signifies that God is eternal, and the creation from the garden to the end, what we call time is a slice of eternity that God Almighty marked off and called time. He is before and after that, also showing that time has an ending. Also showing that he is above and the creator of all known reality of mankind.
Rev 10:6
6 And sware by him that liveth for ever and ever, who created heaven, and the things that therein are, and the earth, and the things that therein are, and the sea, and the things which are therein, that there should be time no longer:
