Use, no. If you visit a website that shows FLASH, then you need the free Adobe Flashplayer.

Create? Yes, you can create Animated GIF files that can be wonderful to look at. The advantage is that the viewer does not need any special software installed to view it.

Most video on the web is handled via Flash these days. Nothing limits Flash to animation, it is just that it has, historically, been very strong at that area.

No... if you want to create flash files toy need flash..
It is proprietary.... there is no open source version..
