They look like the skin got just black, maybe too tight underwear. She has never been with her boyfriend because pof this, she's affraid he'll get disgusted...

Depends on your friend's ethnicity.
If she's of color (Latina, black, etc.) then it's hyperpigmentation. It very well could be caused by underwear being too fitted and causing the melanin in her skin to overproduce color.
If she's white, ummm don't have a clue what to tell ya, lol.

there are some creams that can lighten the skin...i.e. to remove age spots etc. Look in the skin care isle at your local drug store.
