Unless you are severely misfigured (and even then with parental permission), a good plastic surgeon will not do a boob job. Anyone else is just after your money, so be careful.

how much under 18 because you shouldn't be thinking about things like this and u can convince the surgeon its you parents

First, as a minor, you need parental consent for any surgery as well as for many non-surgical treatments for anything.
Now, unless you have a severe size difference, or unless you are so large that it's causing you severe back problems, there actually is no need for this mutilation. Unless you actually have one of these physical problems, then the problem is not your breasts but your body image. Not your body but your head. There is help available for this, but it's never surgical.
