Yes. Normally puppies have big paws when of a large breed. Knowing nothing of its pedigree however can be a problem. It's heredity will have a larger influence over its.. largness.
Will it matter too much to you if it matures on the small size?

I wouldn't think. Your dog could have a big head but be small. Besides, German Shepherds are big anyway. But, maybe you should check with the Vet just incase.

Probably small to medium. Usually the bigger the paws, the more they have to grow to 'fit' into them.

Usually but not always. I was told that the weight of your puppy at four months will be about one-half of it's adult weight, at least approximately. Do you remember what he weighed then?

Well, yes that is the theory at least and as long as I had dogs this appeared to be true.
