As a rule, things that you store should be out of site.
Things that you use or that decorate your room should be stored in view.
So you need a combination of storage methods.
Have a bed with storage space underneath.
Some beds include storage space in the headboard.
Don't buy a bed with high foot board (I can't those anyway) but it restricts the use of the room.
Use mirrors (I don't mean on the ceiling, unless that is your preference) to make the room look bigger.
Depending on your closets or warddrobes, use shelving or storage box that you can put inside or on top.
If you have no other place to store things, buy shelves and add curtains to the shelves, so you don't have to look at the clutter.
Look at any remaining clutter and think about what it is. For example, if you have clothes, jackets or hats lying around, by some wall hooks to hang them.
If you have dirty clothes, by a hamper or, if you have no place for a hamper, but them in the laundry room or reserve a spot in your closet for dirty clothes.
If you study or work from home.then make sure you have enough space in a desk.
Reserve some space for the day to day things you leave or use in your room (alarm clocks, phone, car keys etc).

Move everything out of the space that doesn't need to be there. If it isn't sleeping related it can be considered optional in a bedroom. My bedroom has a bed, 2 night tables, a dresser with my TV on it. That is it. All my getting ready stuff is in the bathroom. You can even think twice about clothing in the bedroom. You can store your off season items in another location because you don't need them right now. And if you have the right piece of furniture, such as an armoire or a credenza, or any storage cabinet, you can store clothing even someplace like the living room. You may also have a hall closet that you can take over for clothing. Stuff you don't want/need/use on a regular basis needs to be gone through and see what can go. If you can donate it or sell it, great. If you just need to store elsewhere, fine. You may be able to cut your collections in half and rotate them in and out of use, storing the rest in a place that is harder to reach, such as under the bed or in the garage. A general principle of organizing is to store things together that are used together, in a location that matches how accessible you need it to be. You might also rethink why this is your bedroom. Is there any other space that is bigger and can be sectioned off for a sleeping space?

Built ins or storage cubes along one wall for storage are great. You can even hang drapes along that wall on the ceiling to make it look neat. Then on the opposite wall, put a large mirror. Mirrors always make a room look so much bigger.
Paint the ceiling a high gloss light cream. This will magnify the lighting. The walls can be your favorite color in a light shade.
Fluorescent lighting makes more light and is less hot and costly.
In my bedroom I had a window I didn't want, so I put plywood over it, then got 3 $4.00 mirrors at Walmart and painted their frames and glued and nailed them to the plywood. Then I hung a lacy valance with 2 short swags and it looks great! You could even do this for a headboard for your bed.

storage, storage, storage. Get boxes that fit under your bed. Utilize every inch of your closet space -check out closetmaid. Place shelves close to the ceiling around your room. Or even better, place a wallful of shelves and put a curtain in front of it. Take off your closet door and replace with a curtain. Have a yard sale.

Add shelves to the walls, maybe 3 or 4 on a wall but don't put them one on top of the other make them at a angle to each-other it makes the room look bigger if their not stacked, use a round table in a corner and add a flower to it, paint a light color to brighten it up and a lamp, maybe some border to match in the center of the walls NOT up to the ceiling though it'll clash with the shelving.

Under bed storage and closet organizers can help alot, but the surest way to neaten things up is to de-clutter. I know that this can be a painfull ordeal for many of us, but getting rid of stuff is the best way. You will inevitably gain more stuff back in time anyway. Pare down to bare bone essentials and feel like you control your stuff. If you spend that much of your time and money trying to organize your stuff, it owns you, you dont own it. Good luck.
