Because they CAVED after the bombing of a train station... timed to a few days prior to their national elections.

For the uninformed: President Bush refered to England, Poland, Spain, and Italy as the "European Pillars on the War on Terror" in late 2003... perhaps a jab at the Franco-German faction being in the pockets of Iraqi and Iranian business interests.

Because they elected a new socialist government. The previous government was supporting USA war on terrorists, but not this government lead by Jose Luis Rodriguez Zapatero he lashes out at Bush and Blair.

because they were bombed and the government changed in a subsequent election, new policy was against war in middle east
