Like the fickle finger, it's not a recognized ASL sign, any more than swinging your fist up and grabbing the biceps with the other hand. Like scratching your head or grabbing your crotch, these gestures are simply the products of a fertile imagination with too much free time, and not really a part of linguistics. By the way, there IS an ASL sign for what most of these answers claim that gesture means, but you won't get it from me.
