It probably isn't proper, no, unless he's one of your good buddies, and you mean it as a compliment, like "Who is this guy? I barely recognize you buddy! Lookin' good!" But I'd say it's still a little rude maybe. :)

Never you just pretend like you know them and they believe you rememeber them. Works all the time for me I just smile at people and be like hey.
